Paula J. Larmore practices in the areas of real estate transactions and land use law. She has experience assisting with the approvals process and related transactional documents for commercial and residential development projects, including residential (apartments and condominiums), 100% affordable housing, hotels, health centers/hospitals, schools, restaurant/retail, mixed-use, automobile dealerships and subdivisions (including airspace subdivisions). On behalf of clients and through her involvement with the Santa Monica Chamber of Commerce, Larmore has been actively involved with Santa Monica's adoption of various land use regulations including its Land Use and Circulation Element in 2010, Zoning Ordinance update in 2015, Downtown Community Plan in 2017, Land Use Plan of its Local Coastal Program in 2018, various interim ordinances pertaining to economic recovery and relief during the COVID-19 pandemic and ongoing Housing Element Update process.
Prior to joining HLKK law, Larmore gained both legal and non-legal work experience at DLA Piper, CB Richard Ellis, Ernst & Young, and Charles Dunn Company.
Larmore currently serves on the Santa Monica Chamber of Commerce Board and the Steering Committee of Community for Excellent Public Schools. She has served as the chair of the Santa Monica Chamber's Land Use Committee and on the Executive Committees for both the Chamber and the Santa Monica Education Foundation.
